In a series of incidents, Roosters fullback, Luke Phillips
submitted to voluntary tackles but was never penalised.

and ran off. For some reason, he wasn't penalised and was allowed to walk

In a typically selective ruling, referee Harrigan penalises
Saints fullback, Ben Hornby for a voluntary tackle. It was no coincidence
that it came right after Saints players complaining about Phillips' antics.

The difference with Hornby is that he slipped
